Overview
The Election Commission of Sri Lanka is an independent body overseeing and conducting free and fair elections. Established under the 19th Amendment to the Constitution in 2015, it replaced the former Department of Elections. The commission ensures transparency, voter registration, and the proper conduct of presidential, parliamentary, provincial, and local government elections. It also regulates political party activities and enforces election laws. The commission operates independently but is accountable to Parliament. Its decisions are legally binding, and it has the authority to take necessary actions to uphold democratic processes in Sri Lanka.
This job offers a permanent, pensionable position with a competitive salary scale and requires candidates to have significant legal experience and qualifications. The selection process is based on an aptitude assessment interview, with marks awarded for educational qualifications, professional experience, IT knowledge, language proficiency, and interview performance.
Method of Recruitment
- Recruitment will be based on an aptitude assessment interview conducted by a panel appointed by the Election Commission
- Candidates with the highest marks in the interview will be selected.
- The interview will follow the scoring procedure approved by the Public Service Commission.
Qualifications Required
Educational/Professional Qualification:
- Must be a sworn Attorney-at-Law of the Supreme Court.
Experience:
- Option 1: Minimum of 3 years of active professional experience as an Attorney-at-Law after being sworn in.
- Option 2: At least 3 years of experience in the field of law in a government institution, with
experience in:
- Liaising with the Attorney General’s Department
- Legal matters related to contracts.
- Legal proceedings related to relevant legislation.
- Preparation of legal documents (bills, circulars, regulations).
- Experience in legal or judicial proceedings or investigative proceedings by statutory bodies.
- Experience must be documented and attested by the relevant authority.
Physical Qualifications:
- Must be physically and mentally fit to work anywhere in Sri Lanka.
Other Qualifications:
- Must be a Sri Lankan citizen.
- Must be of excellent character.
- Must have completed all necessary qualifications by the closing date of the application.
Terms and Conditions of Employment
- Permanent and Pensionable- The position is permanent and pensionable, subject to government policies on pensions.
- Probationary Period- A 3-year probationary period applies. The candidate must pass the first Efficiency Bar examination within 3 years.
- Language Proficiency- Must obtain proficiency in other prescribed official languages as per Public Administrative Circular No. 18/2020.
- Appointment Rules- The appointment is subject to the rules of the Public Service Commission, the Establishment Code, and government financial regulations.
- Language Medium- The language medium chosen in the application cannot be changed later.
Age Limit
- Candidates must be between 21 and 45 years of age on the closing date of the application.
Salary Scale
- Starting Salary: Rs. 47,615/-
Increments:
- First 10 increments: Rs. 1,335/- per increment.
- Next 8 increments: Rs. 1,630/- per increment.
- Final 17 increments: Rs. 2,170/- per increment.
Maximum Salary: Rs. 110,895/-
Aptitude Assessment Interview Marking Scheme
Total Marks: 100
Breakdown of Marks:
- Additional Educational Qualifications: Up to 25 marks (e.g., Post Graduation in Law, Bachelor of Law with honors, etc.).
- Additional Professional Experience: Up to 25 marks (5 marks per year, max 25 marks). Experience in election law and related judicial work can earn up to 10 additional marks.
- Knowledge of Information Technology: Up to 10 marks (e.g., degrees, diplomas, or certificates in IT/Computer Science).
- Language Proficiency: Up to 15 marks (7.5 marks for proficiency in each additional language medium).
- Skills Shown in the Interview: Up to 15 marks (common sense, knowledge of modern legal expertise, articulation, and personality).
Application Process.
- Applications should be sent to the Secretary of the Election Commission.
- Applicants must provide all necessary documents, including proof of experience, educational qualifications, and language proficiency.
Other Important Information
- The Election Commission’s decision on any matters not covered in the announcement or arising during the recruitment process will be final and conclusive.
- The effective date of appointment will be decided by the Election Commission.
